Inside the PalaTurismo, the following is prohibited:

  • Smoking;
  • Bringing in animals or dangerous objects;
  • Bringing in flammable substances;
  • Blocking any emergency exits, which must always be accessible;
  • Concealing or moving fire-fighting equipment;
  • Concealing or moving signage indicating emergency exits;

Regulations for Sporting Events

Definitions:
  • According to these regulations, “sports facility” includes all related areas, including the external reserved area.
  • The usage regulations of the Palazzo del Turismo contain general usage rules and prohibitions. Each permit holder may integrate the usage regulations based on their own needs, ensuring safety conditions, prohibitions, limitations, and operational conditions are met.

General Rules:

  • Access and stay in the sports facility are governed, where not otherwise provided by law or regulation, by these usage regulations of the facilities, based on the guidelines approved by the National Observatory on Sporting Events as per Article 1-octies (D.L. 28/2003, converted and amended by Law 88/2003).
  • Purchasing a ticket for the sports facility implies express acceptance of the “usage regulations” by the purchaser and the obligation to adhere to them. This acceptance and obligation extend to the transferee of the ticket or other access title, if such transfer is permitted by state and sector regulations.
  • Anyone, except in cases under Article 1-quinquies, paragraph 7 (D.L. 28/2003, converted and amended by Law 88/2003), who accesses the facilities in violation of the respective usage regulations, or remains there when such a violation warrants expulsion from the facility and is documented through video or photographic evidence from control staff or other objective elements, is subject to an administrative fine ranging from 100 to 500 euros. The fine may be increased up to half of the maximum if the offender has been previously fined for the same violation during the current sports season, even if the infraction occurred at a different sports facility. In such cases, the offender may be subjected to the prohibition and restrictions under Article 6 of Law 13 December 1989, No. 401, for a period not less than three months and not more than two years. Administrative sanctions are imposed by the prefect of the province where the facility is located.
  • Even outside the cases mentioned, the club has the authority to expel from the sports facility anyone who does not comply with the usage regulations and can refuse entry to such individuals for subsequent events.
  • The access title to the sports event is personal and cannot be transferred to others, except in cases and according to the methods provided by the club and relevant legal regulations;
  • It is prohibited to purchase access titles to the sports facility in violation of provisions aimed at separating supporters of different teams. Non-compliance with this prohibition may lead to expulsion from the sports facility.
  • Access to the facility requires possession of a valid access title and a valid identification document to be shown to staff to verify the match between the title holder and its possessor;
  • The access title must be kept until leaving the facility and shown upon request by authorized personnel;
  • The spectator has the right/duty to occupy the assigned seat and, therefore, with the purchase of the access title, agrees not to occupy different seats, even if not used by others, unless expressly authorized by the event-organizing club. If the club or public safety authorities deem it necessary for any reason for the spectator to occupy a different seat than indicated on the ticket, the spectator must comply with the instructions given.
  • It is mandatory to comply with the instructions of the control and security personnel present at the Palazzo; spectators may be subjected to metal detector and pat-down checks (with access to the Palazzo being denied in case of refusal to such checks) to prevent the introduction of illegal, prohibited, or dangerous materials and must follow the instructions provided by the personnel.

Inside the sports facility, it is prohibited to:

  • Smoke;
  • Display any form of racial, ethnic, or religious discrimination or other manifestations of intolerance through chants or signs;
  • Loiter near passages, exits, entrances, access/exit routes, and stairs without valid reason;
  • Climb on structures;
  • Damage or tamper with any structures, infrastructure, and services of the facility;
  • Introduce or possess poisons, harmful substances, flammable or staining materials, and drugs;
  • Introduce animals of any kind, except for guide dogs;
  • Introduce or sell alcoholic beverages with an alcohol content exceeding 5°, unless authorized exceptions for specific areas are granted by the competent authority, with prior approval from the Questore;
  • Introduce or possess stones, knives, objects meant to offend or to be thrown, sound instruments, systems for emitting light beams (laser pointers), explosive materials, fireworks, smoke bombs, firearms, and, more generally, objects that could cause disturbance or danger to the safety of everyone present in the facility;
  • In case of rain, introduce umbrellas with pointed tips;
  • Display material that obstructs visibility for other fans or emergency signage or otherwise blocks escape routes, including towards the playing field;
  • Distribute flyers or sell any items or for any purpose without written authorization from the club;
  • Introduce and/or sell beverages inside the sports facility in cans, glass, or plastic bottles; these must be transferred to paper or plastic cups;
  • Introduce and/or display banners, signs, horizontal flags, pennants, documents, drawings, printed or written material containing propaganda for political, ideological, or religious doctrines, assertions, or concepts inciting racial, ethnic, or religious hatred, or that could hinder the proper conduct of the event; they must not be displayed in areas other than those designated by the club and must be removed at the end of the event;
  • Access and stay inside the facility in a state of intoxication or under the influence of drugs or psychotropic substances. It is also a criminal offense: disguise, possession of weapons, display of emblems or symbols of associations promoting discrimination or violence for racial, ethnic, national, or religious reasons, incitement to violence during competitive events, possession, throwing, and use of dangerous materials and fireworks, climbing over barriers, and field invasions.

With prior authorization, it is possible to:

  • Introduce banners and other similar material, including for choreographies, only if expressly authorized according to the Determination of the National Observatory on Sporting Events No. 14/2007 and March 8, 2007.
  • In compliance with the guidelines provided by the Memorandum of Understanding of August 4, 2017, signed by the Ministry of the Interior, the Prime Minister’s Office – Ministry for Sport, National Olympic Committee, Italian Basketball Federation, National League Serie A, Italian Referees Association, only:
  • Drums and megaphones are allowed as sound and acoustic instruments. Their introduction follows the same regulations as for banners.

Warnings:

  • Security personnel, while performing their duties, are considered, pursuant to Articles 336 and 337 of the Penal Code, as public service officers (Art. 6-quater Law 401/1989 violence or threats against control staff at sports events);
  • In cases of temporary personal disabilities requiring the use of mobility aids (such as crutches or similar), entry to the stadium in the sector corresponding to the access title will be allowed only upon presentation of a medical certificate stating that the person “can walk correctly and autonomously, provided they have the prescribed aid.” In the absence of the prescribed certificate, the spectator, depending on seat availability, will be allowed into the specific sector reserved for the disabled.
  • Anyone attending a sports event at the stadium acknowledges that it is a public event and therefore accepts and authorizes any future use of any audio and video recordings that might be made and the free use of their voice, image, and appearance through live or recorded video projections, radio or other types of broadcasts, or through recordings, photographs, or any other current and/or future technology;
  • The use and introduction of audio/video recording devices, movie cameras, video cameras, and photographic equipment into the event space will not be permitted;
  • Anyone attending a match cannot record and/or broadcast sounds, images, and/or descriptions of the stadium or the match (nor any results and/or statistics) other than those permitted for private use. In any case, it is strictly prohibited to disseminate via the Internet, radio, television, or any other current and/or future communication means, sounds, images, descriptions, results, and/or statistics of the match as a whole or any part of it, or to assist others in performing such activities;
  • The use of mobile phones is permitted inside the Palazzo for personal and private use only.
